NATIONAL ECONOMY

We believe in a liberalized and free market economy with little expectation in Public Private Partnership and a state monitored national economy. During a coalition of Umbrella led government, the private sector shall be free to venture in all sectors of the economy including major ones like infrastructure building, transport, agriculture, manufacturing, tourism, and banking but the job of overall supervision and filling of gaps where necessary shall remain in the hands of the state. Sectors like agriculture which employ the highest number of citizens and others that form the cream of the economy will be highly subsidized and monitored by the state to ensure quick economic development. The state shall also build industries and sell them to South Sudanese.

A National Economic Advisory Board (NEAB) consisting of bodies such as the National Agricultural Research Organization, the National Chamber of Commerce and Industry, the South Sudan Investment Authority, the National Planning Authority and others that may be created shall be established and fully funded to effectively oversee operations and day-to-day performance of the key sectors of the national economy.

The state shall ensure the provision of effective public utilities such as electricity and water at fair prices to South Sudanese. we shall revive all project on exHydro Electric Power or Gas working closely with neighboring countries. The Umbrella of Political Parties strongly protests the current scenario whereby despite having five mobile service providers, our local tariffs are the highest in East Africa. This is against the rule of economics because the many service providers should have meant competition to result into lowering the tariffs. Therefore, these high tariffs are a result of artificial distortions due to corruption and bad economic governance which allows corporate organizations to inflate the tariffs with impunity. Apparently, it is perceived that government officials collude with corporate organizations in which they often have shares to cheat South Sudanese and that led to closer of VIVCEL company. We have also taken note of a public complaint that “powerful politicians turned businessmen” have developed a habit of hoarding commodities such as sugar and Fuel in order to cause artificially inflated prices in order to cheat the public. The coalition led

government will not allow such criminal exploitation of South Sudanese.

Privatization of any of the Government enterprises will be done by a competent authority in a transparent manner and the government shall retain at least 40% of all shares in such privatized enterprises. The latter shall be done to ensure proper supervision of the progress of the privatized enterprises in order to benefit all South Sudanese. We think that the current regime is not versed with the privatization policy.

A National Property Reform Trust shall be established to among other things to set up and review the procedures to be followed when selling off public enterprises. No amount of anomalies shall be entertained should the Coalition of Umbrella government establish that the standard privatization procedures are not followed in anyway. The state shall do everything possible to ensure that it fulfills the national interest pertaining any of those that may have robbed the country under the disguise of privatization.

Through Foreign Direct Investment (FDI) policy, attracting credible foreign investors will be a priority in the Umbrella coalition led government. However, the work of assessing and rewarding contracts to genuine investors will be done by professional economists and not politicians so as to ensure proper accumulation of capital inflows and innovation to spur economic growth and development. State house will cease to be a clearing house for investors and employment because it is not and will never be among its assigned roles in the professional rules and regulations or any law of this country.

The Umbrella of Political Parties will put in place a mechanism to ensure, assess and prove to South Sudanese how they are benefiting from foreign investors and allow feedback from the public on annual basis. We are opposed to the current situation whereby there is no reasonable effort to follow up external investors in regard to for example, the number of jobs they have created to employ our Youth and Women. Some foreign investors are quack; they borrow tax payers’ money and simply disappear.

The National Taxation Policy shall be driven by two major factors:

  • The desire by the state to fulfill its obligations to the people of South Sudan i.e provision of all forms of services.
  • The desire to further empower the very tax payers to remain in business so as to progressively pay more tax to the government. In other words, the relationship between the government and the tax payer shall be a symbiotic one
  • i.e a relationship of mutual dependency.
    Many of the currently duplicated and therefore exploitative taxes will thus be abolished. The habit said to be common today of “big people” getting unfair and illegal tax exemptions due to their connections with the state will be terminated and efforts will be made to recover losses which the country suffered under that dubious arrangement.

The state will take on industrialization as a matter of priority both in the medium and long term. The government will waive taxes on industrialization inputs such as factory machines and raw materials in order to encourage industrial capacity building. The government will also set priorities in the industrialization plan to enhance efficiency.

The 2011 Currency conversion from SDP to SSP Reform requires to be further studied to understand whether the economic situation really warranted currency adjustments as many business men lost their money in the process of currency conversion only which amounted to 70 % removal of money from peoples’ hands by the state. Again, the Umbrella Coalition led government will interest itself in finding out the truth behind the public fears that the current economic difficulties in the country are partly due to individuals obtaining billions of money from the Central Bank for private use and investment abroad.

The state will be very strict about counterfeit goods which have become a menace in the country due to poorly regulated trade. We are worried of the health of South Sudanese for continuously taking contaminated bottled water, fake drugs and other counterfeit goods resulting into regular illnessesand typhoid.
