DEMOCRACY AND HUMAN RIGHTS

Under Umbrella, South Sudan shall be a Liberal democratic state where ascension to political offices shall be by genuine election preceded by a free and fair campaign. The common diseases that have affected free and fair elections in Africa such as rampant voter bribery, intimidation, falsification of election results, a biased and ineffective Electoral Commission and disenfranchisement will be eliminated

The two-term limit for anyone holding the office of the President of the Republic of South Sudan shall be upheld in the national Constitution. Any legislation for the purpose of selfishly benefiting an individual or a group of people at the expense of the country shall be history in South Sudan. Umbrella aspires to create a precedence by which it will be very impossible for any President of South Sudan to selfishly cause the amendment of the country’s Constitution at the expense of the national common good including the long term stability of South Sudan.

The National Armed Forces shall keep out of politics and shall not have representation in parliament. Even the participation of the South Sudan Police Service in legislation work as seen in their argument for the proposed controversial Security Bill will come to an end. It is not the role of Security or Police to argue on whether a given law is good or bad but rather should wait to implement any law as it is enacted by Parliament and assented to by the President.

Under The Umbrella government, politicians will be free to participate in the politics of the country either as individuals or parties without any infringement from security agencies. It is very absurd today that some security agencies behave as if

fighting political opposition is part of their constitutionally assigned roles and have hence-with criminalized politics in Umbrella. The Umbrela government will observe political opposition as a legitimate right unless a given political party or individual does subversive activities or in any way bears such intentions. The current tendency of opposition politicians always fearing for their life because of state harassment using armed forces will be unheard of.

A functional multiparty dispensation shall be upheld and virtues such as freedom of association, assembly, expression and speech shall be respected as guaranteed by the national Constitution. Some of the existing laws which were “smuggled” into the Constitution yet they suffocate the fore-mentioned freedoms and Liberty of the People of South Sudan will be abolished and strongly condemned in public interest.

It shall be criminal for anybody to flout the fundamental freedoms and liberties of another. Indeed, as the Amnesty International report (2013) indicates, it is sad that human rights and democracy in South Sudan have diminished beyond recognition today. Only those in the top layers of government enjoy human rights and behave as if they own this country alone which is a national disaster. However, Umbrella will ensure that human rights and democracy will be for all citizens while the national Constitution shall not tolerate any obnoxious laws including those aimed at gagging other peoples’ freedoms.

Umbrella will abolish any of the existing laws which undermine press freedom. The party working hand in hand with the media fraternity will cause legislation to the effect that it creates an enabling environment for a vibrant professional media to thrive. The rule of the Umbrella government shall be that if you do not

want something to be exposed in the press then doesn’t do it. Otherwise, the media has all the right to report what has happened.

The Umbrella government will move in to quickly address the challenges of sections of our population who are so far disadvantaged either due to their physical disabilities, gender or age. They include the youth, women, the elderly and those commonly known as people with disabilities but whom Umbrella thinks that instead, they are simply people with different abilities. Umbrella policies for such groups shall aim at enabling them attain quality education, economic empowerment, attaining positions of political authority and raising their social status and esteem in society.
