EMPLOYMENT

Employment has been one of the biggest challenges of this generation. Lack of it forms the bed-rock of South Sudan’s endless political instability. It is therefore one of the issues that Umbrella considers prime in its quest for political power

The Umbrella coalition shall put a functional National Employment Policy which restores value in the South Sudan Labour, creates a minimum wage for all employees in the country, regulates the employment of foreigners in South Sudan, guarantees job security, strengthen the trade union movement, Ensure equal employment that is sensitive to gender and puts a retirement seal on all government employees.
A National Employment Review Scheme shall be established to cause a thorough audit of how all government employees obtained their jobs in order to stamp out all forms of back door machinations and restore merit.

The Umbrella coalition led government shall categorize jobs and specify the category for which the requirement of a working experience shall be declared unnecessary.
It shall be the duty of government to create employment by removing all bottlenecks to foreign and local investments, subsidizing local investors and offering tax holidays to them, a reasonable National Enterprise Youth Trust Fund for all the youth in the country and making state strategic interventions especially in subsidizing economic sectors like agriculture and industry that can absorb huge numbers of South Sudan workforce.

In South Sudan, the youth are the worst hit by unemployment with over 56% of them unable to acquire a job or create one because of lack of employable skills. At the same time, there is no youth policy in place. During the time which South Sudan was under Greater, the ministry of Youth, Culture and Sports drafted a National Youth Policy but it was thrown below the carpet to date implying that the government which was there the had no genuine interest in empowering the young people from the South. The few privileged youth who get jobs come from well to do families which in most cases have connections in the high echelons of the regime. They don’t mix with the poor and live the life of “Europe”. However, Umbrella will establish a National Youth Policy to genuinely cater for the interests of the youth including job creation, quality education and employment rules which give leverage to the young people of this country.
The state shall encourage the exportation of labour by among other things offering incentives to members of the private sector engaged in this business.
Every South Sudanese who graduates from University or any other Tertiary Institution shall mandatorily be required to offer him or herself for a two-year period of national service before getting recruited into any position of civil or public service. Before fulfilling this requirement, such a person won’t be allowed to seek employment even outside the country. Again, the state shall categorize some professions members of which won’t be allowed to leave the country for employment abroad until they have served their mother country for a given period. We hope that these polices will among others inculcate the spirit of nationalism.

The state shall put a maximum interest rate seal for each category of borrowers in both government and private banks as well as Micro Finance Institutions beyond which, no such institution shall be allowed to operate. The objective will be to lower the cost of doing business in South Sudan which will definitely be a contributing factor in boosting the business sector in the country.
A special Fund will be created under the South Sudan Investment Authority to support any South Sudanese that comes up with a specific or unique innovation in Science and Technology or any other field relevant to the development of our country. Many South Sudanese especially young people have talents and a creative mind but lack the resources to turn them into goods and services. Therefore, this Fund will be yet another deliberate effort to uplift the young people so that they benefit from their talents and the country as a whole. Umbrella does not approve the current arrangement where an entire 25% of the National Budget is spent on only public administration and yet creativity and innovation which is a very critical sector in development is allocated only 1% of the National Budget. Umbrella will reduce the former and increase the latter.
Umbrella of Political Parties shall create state enterprises such as the Spinning Mill, Textile industries and Mills. Also, state aided cooperative unions will be established in order to provide mass employment.
Under the Umbrella Coalition led government, foreign investors will be allowed to employ non-nationals only if there are no available South Sudanese with the required skills.
The state will put in place a system to monitor brilliant South Sudanese, deploy them in their areas of skill and

talent in order to develop further their productive capacity. They will continuously be awarded promotions on merit; a practice we believe will enhance transformation and development.
