NATIONAL ECONOMY

The land question has been one of the most contentious issues in both the colonial Sudan and post-independence South Sudan. It is a tragedy that to date, there is no land policy in our country. Instead Parliament on the whims of the Executive simply rushed and enacted land laws without a land policy in place yet the latter is an inevitable foundation for the former. This has complicated further the land question because the Land Act at hand cannot be implemented. Therefore;

  • The Umbrella government will make intensive consultations country-wide from which a well harmonized National Land Policy will be formulated.
  • The current Proposed Land Act shall be amended to suit and operationalize the National Land Policy.
  •  Umbrella shall in public interest cause a legislation which puts land in South Sudan to optimal use and without degrading the environment. There shall be no such land as idle land when moreover a huge number of South Sudan keep wandering from one corner of the country to another looking for where to settle. The state shall however gazette public land, use part of it to settle the landless for a maximum of nine years after which, such settlers shall be expected to acquire their own pieces of land and vacate public land.
  • The Umbrella government shall put in place a National Land Authority to among other things review the procedures followed by successive Sudan governments in either offering free land or selling it to people and institutions such as business firms whether local or foreign. No amount of anomalies shall be entertained should Umbrella establish that the standard land distribution procedures were in any way flouted.
  • Apparently, we have been receiving complaints of massive land grabbing by the “untouchables of these days”. Umbrella will launch investigations into all land grabbing allegations with a view that any lost land be genuinely returned to rightful owners alongside other appropriate compensations as per the law then. However, anybody who will make false land grabbing allegations will also receive their fair share of punishment as per the law. Umbrella will not allow supporters or leaders of government to be falsely victimized since having been part of governments is not a crime. We are interested in continuity of national development without any South

Sudanese being unfairly antagonized for political reasons.

The motives for which governments have been selling land will also be a matter of interest to the Umbrella government to find out whose benefit it served.

Housing

The provision of adequate and quality housing is fundamental in promoting human growth and development and this provision must cover both rural and urban areas. Currently because of unplanned population increment, both urban and rural houses are very poor and in critical state with inadequate services especially in slums. According to National Population and Housing Survey, an addition of 2.6 million housing units would be required by 2020 just to accommodate the growth of the population, without taking into account the present shortages of housing stocks in Towns like Juba, Wau and Yei, while in the case of declining fertility of 1.9 million, new urban housing units would be required over the same period of time. Its estimated that 10% of good shelter in South Sudan are found in urban centers, where as in rural areas, people are sleeping in mud and ironed sheet marked houses and to make matters worse, the vast majority about 75% of these households use Local lights for lighting in these grass thatched houses hence exposing them to the risk of fire outbreak and disaster.

UMbrella recognizes that housing is a major stimulus to economic growth and has a multispectral-linkages involving building materials and utilities, yet according to statistics housing is still poor; for instance its estimated that 18% of houses in South Sudan are roofed with iron sheets,0.6% with roofing tiles and the remaining are grass thatched mud houses.

All this shows that housing is still under developed in the new Nation of South Sudan.

Our plan and commitment

  •  PLP led government will invest in housing sector, the state will fully establish National Housing Corporation(NHC) so that the company is used to build houses for the poor people in both rural and urban centers. Houses will be built by the government and later transfer them to the poor people to own them since home ownership forms the basis for capital accumulation and political stability.
  •  The state shall also support private construction companies involved in housing construction like ABMC by waiving taxes on construction materials such as cement, limestone, bricks, iron sheets and any other materials needed for construction.
  • Under Umbrella led government every citizen will be facilitated and motivated to fully own a home at whatever cost.

Urban Development

Juba, the only city in our country is congested, mismanaged and much disorganized compared to most cities in the world. Throughout our urban centers, the waste disposal system is very poor and as a result, many parts of our towns including Juba are stinking especially slums posing a high risk of disease infections. The city roads are jammed with most junctions manually managed by police without traffic lights. The roads which are meant to be a dual carriage road but its size is of a single lane and worst of all, are constructed in with no water drainage system channels hence causing

flooding during rainy season. Again, these roads have narrow water tunnels and pavements, a prototype of all roads in the city and other towns in the entire country.

Many government office locations in the city cannot be distinguished from shopping malls, hotels and restaurants because they are often mixed up and congested due to poor planning.

According to our survey, there are many mushrooming unplanned settlements and commercial buildings including on wetlands, daily power blackouts due to lack of electricity including in the central business areas, poor housing, water and sewerage facilities, absence of emergency services and inflated bills by which corporate companies supplying generators like AFK have taken advantage of to exploit the Populations. The Umbrella government will address this situation in the following ways:

  • Re-organize, modernize and reserve Juba as a commercial city and establish a new and modern administrative city in another appropriate location. Also, all ministries headquarters will be spread throughout the country in line with the national development strategic plan.
  • Formulating a traffic management plan for the city and other towns in the country among which will include the use of modern technology to manage the traffic flow.
  • Improving housing and wetland management, the drainage system, water and sanitation, transport system, reviewing land use,

modernizing market places, tax and bus parks among others in all the urban centers in all States of South Sudan.
NB: We are opposed to the existing arrangement whereby individuals among whom are senior government officials are trying to borrow 500 Bonga buses from China to use in the city for which payment is wholly guaranteed by the government. This is because, if they fail or pretend to fail to pay, public money will be used yet this is a private business. This will be another avenue of defrauding tax payers’ money to serve personal interests which is a common practice under the current regime.
